Dr. Behzad PourSeyed said in his visit to the Judiciary Research Institute: After a ten-year period JRI has now entered the period of stabilization and needs a written and dynamic program for excellence in order to increase its effectiveness to become a decision-making tool for judicial officials.
PourSeyed, who has many years of management experience in a research institute and other agencies, mentioned focusing on the central issue and problem-solving as one of the problems of the judiciary and added: some of the issues raised as the needs and issues of the judicial system, after a more detailed investigation it is possible to find out that the issues are not prioritized or not issue at all, so identifying the real needs of the judiciary is one of the most important research tasks.
The head of the Judiciary Research Council added: The operationalization of research results depends on their effectiveness in solving the problems of the judicial system, and there must be complete coordination between the decision-making system and research.
PourSeyed added: The field of studies today must definitely be interdisciplinary, and the boundaries between groups and research institutes have faded, and all aspects of research issues must be seen. Also, time management is very important in conducting researches, and the result of researches should be decision-making time available to managers and decision-makers in order to achieve knowledge-based management.
The deputy of legal and parliamentary affairs of the Judiciary continued: Many books of the press center are practical and a method should be adopted so that these volumes are easily available to the judges. Discussions related to judicial opinions and creating added value, which is exclusively at the disposal of the research institute, is a very good opportunity to conduct applied research with the participation of jurists.
He considered research to be a romantic, caring, concerned work and of course accompanied by contentment and said: If a researcher is not concerned about the issues of the judiciary, he cannot help to solve the problems of the country’s judicial system. The researcher should think freely, write freely and stand by his opinions and deviate from his opinion wherever he realizes that he is wrong.
He continued: The criteria for evaluating researches is not quantitative and figures are not valuable in research topics, what is important is the content of the research and its impact.
The deputy of legal and parliamentary affairs of the Judiciary added: After completing the research, the researcher should study the output of his work from the eyes of the judge and judicial director and put himself in his place and see if he can make a decision based on it and whether the goal of the research has been achieved or not. .
PourSeyed stated that research subjects have many different dimensions and said: the results of some studies show that the subject is seen very simple and one-dimensional, and we need to change this view.
He expressed his hope that a research attachment will be created for all the proposals raised at the macro level of the judicial system, relying on the capacity of the research institute.
